The research described in this thesis has taken ‘projects’ as the level of analysis that has been overlooked to date in this literature despite its significance to explain the adaptation of the physical and societal systems. The pro-active adaptation of the physical system takes place through interventions that are part of different projects that together form adaptation pathways (Gersonius, 2012).

This paper describes and evaluates a new framework to organise social learning to support collaborative planning, drawing on theories on social learning, development planning (Van Buuren, 2006) and decision making (Teisman, 2000; Kingdon 1984).
